Are children over 18 eligible for child benefits?

Full question: So my kids were getting benefits while they were with me but now it’s under the care of my in-laws so the benefits got cancelled, so now they are over 18 years old so can they claim the rest of what they never got and how? And do they need to a their parent present when going in to claim it?

Children older than 18 (or 19 and 2 months if still in high school) are no longer eligible for child benefits.
